Strategy Without Statute: Reading Zimbabwe’s National AI Strategy
In this week's post, Tashinga Ruwa Lauryn Magaya examines Zimbabwe's National Artificial Intelligence Strategy 2026–2030, arguing that while the Strategy provides an important policy framework, it is not a substitute for binding legislation. The article explores the legal and institutional gaps that remain, compares Zimbabwe's approach with the European Union's AI regulatory journey, and contends that the Strategy's long-term success will depend on enforceable laws, effective institutions, accountability, and sustained implementation.
